Establishes the Affordable Housing Land Inventory Task Force within the Office of Planning and Sustainable Development to assess viability of affordable housing development on state or county lands in transit-oriented development zones, near transit hubs, bus stations, or urban growth areas

Task force membership includes the OPSD director (chair), executives from Hawaii Housing Finance and Development Corporation, Hawaii Public Housing Authority, and Hawaii Community Development Authority, the Board of Land and Natural Resources chair, and all four county mayors

Study will evaluate agencies' planned property uses, existing conditions, site constraints, environmental factors, entitlement requirements, development readiness barriers, and estimates of potential housing units that could be accommodated

Task force must submit findings, recommendations, and proposed legislation to the legislature no later than 20 days before the 2027 regular session, with dissolution occurring January 1, 2027

Appropriates an unspecified amount from general revenues for fiscal year 2025-2026 to fund a staff position and contractual services for the task force
