Criminal penalties for intentional violations of the Hawaii Public Procurement Code are amended: first offense is a petty misdemeanor, subsequent offenses are misdemeanors (previously all violations were misdemeanors).

The state procurement office administrator must provide written attestation for all recommendations and solicitations under the procurement code.

Appropriates unspecified general funds for fiscal year 2026-2027 to establish permanent full-time positions within the state procurement office to implement these requirements.

The Act takes effect July 1, 2525, and does not affect rights, duties, penalties, or proceedings that began before that date.
