Requires the orchestra's president and CEO to submit an annual report to the legislature at least 20 days before each regular session, detailing state fund expenditures for operations, maintenance, and other functions.

Appropriates an unspecified sum from general revenues for fiscal year 2026-2027 to cover operations, free admission programs for public school students and staff, educational programming consultants, and matching funds for public performances at state facilities.

Preserves the orchestra's organizational autonomy while granting the state comptroller and legislative auditor authority to examine the use of any appropriated state funds.
