Requires documentation that the Hawaii Community Development Authority has formal approval authority over any ground lease, sublease, or development parcel agreement effective on or after July 1, 2026, including for agreements with terms up to 99 years.

Mandates verification that qualified construction management personnel with experience in professional or NCAA stadium projects are actively overseeing the dismantling and construction phases.

Requires a definitive plan for utilizing revenue bond authority and a governance memorandum of agreement detailing coordination between the Stadium Authority, Hawaii Community Development Authority, and Department of Accounting and General Services.
