HI SB2606

Establishes the "Freshwater State Recreation Area Wildlife Sanctuary Corporation" as a nonprofit public corporation to create and manage a wildlife sanctuary within a state recreation area containing a body of freshwater in Hawaii.

Creates an 18-member board of governors including the governor, lieutenant governor, and chairperson of the board of land and natural resources as ex officio members, plus 15 appointed or elected members serving staggered 3-year terms.

Grants the corporation broad powers to acquire and manage property, enter contracts, accept grants and donations, hire employees, collect fees, and provide grants for conservation within the recreation area.

Employees of the corporation are entitled to state employee retirement system benefits, with the corporation responsible for employer and employee contributions.

Takes effect July 1, 2026, and includes prohibitions on the corporation issuing stock, paying dividends, engaging in political activities, or conducting classified research.
