Appropriates general fund revenues (amount unspecified) to the Department of Hawaiian Home Lands for fiscal year 2026-2027 to address the applicant waiting list of over 47,000 people seeking residential, agricultural, and pastoral leases

Funds may be used for developing lots or units, purchasing available land or units, and providing funding to applicants or qualified relatives who do not own a principal residence

Authorizes mortgage or rental subsidies for waiting list applicants' principal residences in Hawaii

Builds upon the $600,000,000 appropriated in Act 279 (2022), which the department indicates will be fully expended on schedule
