Establishes the state fire code as the minimum statewide standard for fire and life safety, prohibiting counties from adopting less restrictive fire safety ordinances, rules, or code provisions.

Creates the State Fire and Life Safety Special Fund administered by the Office of the State Fire Marshal to fund fire prevention programs, wildfire mitigation, training, research, and public outreach.

Changes state fire marshal appointment from selection by a seven-member commission to direct appointment by the governor with Senate confirmation, effective January 1, 2027.

Reduces state facility fire inspection frequency from at least once annually to no more than once every three years, based on assessed risk and occupancy classification.

Modifies Office of State Fire Marshal staffing by replacing 2 fire inspector and 3 fire investigator positions with 4 assistant fire marshal positions.
