Active employees of the University of Hawaii and the Research Corporation of the University of Hawaii would be prohibited from serving on the Board of Regents.

The prohibition aims to prevent conflicts of interest, as employees may have personal or departmental interests that could compromise impartial decision-making by the Board.

The legislature finds that dual roles of employee and regent could create divided loyalties, confusion regarding duties, and erode public trust in university governance.

The bill amends Section 304A-104 of the Hawaii Revised Statutes governing Board of Regents appointments.

State officers would remain eligible for appointment to the Board, provided they are not current university or RCUH employees.
