Repeals the exemption that allowed legislative and judicial branch employees to be excluded from Hawaii's anti-nepotism laws in the State Code of Ethics.

Expands the definition of "employee" to explicitly include legislators, judges, justices, constitutional convention delegates, and their respective employees for purposes of nepotism prohibitions.

Prohibits covered employees from hiring, promoting, supervising, or taking official contract actions involving relatives or household members, with limited exceptions for physical impairment needs or self-disqualification.

Requires employees who cannot avoid taking official action on contracts involving a relative's business to file a notice of intent with the State Ethics Commission at least five days before awarding the contract.

Employees who knowingly violate the nepotism provisions are subject to administrative fines, and any favorable actions obtained by relatives in violation of the law may be voided.
