Establishes an Early Learning Apprenticeship Grant Program administered by the University of Hawaii to provide financial support for childcare providers participating in state- or federally-approved apprenticeship programs.

Grants may cover personnel expenses and wages, training costs, mentorship stipends, administrative costs, and wage increases to attract and retain qualified early learning employees.

Priority given to early learning providers licensed to care for infants and toddlers and those enrolling children under age three.

Requires the University of Hawaii to submit annual reports to the legislature including number of grant recipients, apprentices hired, total funds awarded, and how grants were used.

Appropriates an unspecified amount from general revenues for fiscal year 2026-2027, with an effective date of July 1, 2026.
