Prohibits motor vehicles towing a vehicle or trailer from driving in the far left lane on roadways with three or more lanes moving in the same direction, in addition to the existing ban on commercial vehicles weighing 10,000 pounds or more

Allows restricted vehicles to use the left lane only when maintaining speed with traffic flow, overtaking another vehicle, or preparing to turn left or exit

Exempts all buses (public transit, school, tour, and commercial passenger buses) and authorized emergency vehicles from the left lane restrictions

Establishes a tiered penalty structure for violations: fines for first and second offenses, with third or subsequent violations within three years resulting in fines, mandatory traffic safety course attendance, or both (specific fine amounts left blank)

Restricts application of the law to counties with a population of 500,000 or more (effectively limiting it to Honolulu County)
