Requires each Hawaii county to publish monthly datasets of all building and civil engineering permit applications on their websites in machine-readable formats (CSV or JSON) with standardized field names and data dictionaries.

Mandates 32 specific data fields for each permit record, including permit number, application/issued/completed dates, property address, permit class, work type, housing units, estimated project cost, and contractor information.

Directs the Office of Planning and Sustainable Development and the Chief Data Officer to establish a statewide permitting data standard by January 1, 2027, with counties required to comply by the same date.

Requires status categories that distinguish between delays caused by applicants versus delays caused by government agencies to enable meaningful cross-county comparison of permitting performance.

Appropriates unspecified amounts from general revenues for fiscal year 2026-2027 to be distributed among Honolulu, Maui, Hawaii, and Kauai counties for implementation, with a report to the Legislature due before the 2027 session.
