University of Hawaii would be authorized to operate "teaching laboratories" that function as active businesses on campus, including hospitality training facilities with guest rooms, culinary operations, agricultural retail, and other training centers.

Enterprise-related activities would be exempt from county zoning ordinances, land use restrictions, and special use permit requirements, provided they have a demonstrable educational nexus.

An "educational nexus" requires the activity to be integrated into a credit-bearing curriculum or workforce development program, provide hands-on training for students, and be conducted primarily for educational rather than profit purposes.

Revenue generated from these activities would be retained by the university program to cover costs, maintain facilities, or support student scholarships.

Facilities would remain subject to state health and safety codes and applicable general excise and transient accommodations taxes despite the zoning exemptions.
