Establishes a working group within the judiciary to improve family court processes and access to legal representation for youth in Hawaii's child welfare system.

Working group membership includes family court judges (serving as co-chairs), a Supreme Court justice, representatives from the attorney general's office and Department of Human Services, former guardians ad litem, and individuals with lived experience in the child welfare system.

Requires the working group to review recommendations from the Malama Ohana Working Group (established by Act 86, 2023) and examine legal services practices in other states, including conducting at least one site visit.

Working group must submit findings, recommendations, and plans for a pilot program for delivering legal counsel to youth to the legislature by 20 days before the 2028 regular session.

Appropriates unspecified general funds for fiscal year 2026-2027 for site visits, report drafting, and compensation for members with lived experience; working group sunsets June 30, 2028.
