Establishes a one-year Digital Youth Mental Health Platform Pilot Project administered by the Child and Adolescent Mental Health Division of the Department of Health, running from July 1, 2026, through June 30, 2027.

Creates a mobile-accessible digital platform providing mental health education, self-care strategies, healthy coping strategies, and county-specific resources for children and adolescents.

Addresses worsening youth mental health indicators documented by a CDC ten-year study (2013-2023), compounded by the COVID-19 pandemic and August 2023 Maui wildfires.

Exempts procurement for platform development, hosting, and marketing services from standard state procurement requirements (chapters 103D and 103F) for the duration of the pilot.

Requires the Child and Adolescent Mental Health Division to submit a findings and recommendations report to the legislature at least twenty days before the 2027 regular session.
