Requires all new passenger vehicles sold or leased in Hawaii starting with the 2030 model year to be equipped with passive intelligent speed assistance systems that provide visual and audio alerts when drivers exceed the speed limit by more than 10 miles per hour.

Establishes a statewide program for certification and monitoring of active intelligent speed assistance systems, which physically limit vehicle speeds based on posted limits, with the Department of Transportation selecting a single vendor for installation and maintenance.

Mandates installation of active intelligent speed assistance systems for drivers convicted of excessive speeding (30+ mph over limit) or racing on highways, with repeat offenders facing 1-3 year license suspensions during which they may only drive vehicles equipped with these systems.

Creates a misdemeanor offense for knowingly circumventing or tampering with an active intelligent speed assistance system installed pursuant to court order.

Exempts motorcycles and authorized emergency vehicles from the passive speed assistance requirements, and allows manufacturers to provide alternative feedback methods such as pedal resistance or vibrations.
