Prohibits vehicles from driving on roadway shoulders except during hours designated by the Department of Transportation, with escalating fines for repeat violations within one year.

Authorizes the Department of Transportation and county police to impound vehicles parked on public roadways or commercial parking lots that have been unregistered for three or more consecutive years.

Vehicle owners can recover impounded vehicles by first registering the vehicle and presenting current registration; owners are not liable for towing or storage charges if the vehicle was improperly impounded.

Increases penalties for high occupancy vehicle lane violations from $75-$200 (based on offense number) to a flat fine range of $250-$500 per conviction.

Requires the Department of Transportation to submit an annual report to the legislature detailing county-by-county enforcement activity at least twenty days before each regular session, effective August 1, 2027.
