Establishes a three-year Subsistence-Plus Gardening Pilot Program within the Department of Agriculture and Biosecurity to improve food security and food sovereignty in Hawaii.

Directs the program to identify underutilized land plots of two acres or less suitable for gardening based on soil, terrain, and water availability.

Invites small community-based farm clubs to participate in growing priority crops, including Hawaiian canoe crops, and provides support for community food production hubs.

Requires the Department of Agriculture and Biosecurity to submit a report with findings and recommendations to the legislature at least twenty days before the 2029 regular session.

Appropriates an unspecified sum from general revenues for fiscal year 2026-2027, with an effective date of July 1, 2050.
