Establishes a five-year Agriculture and Biosecurity Workforce Development Pilot Program within the Department of Agriculture and Biosecurity, partnering with University of Hawaii's Leeward Community College and Department of Human Resources Development

Requires development of curriculum covering broad agriculture and biosecurity topics, along with hands-on training and work opportunities for students to gain real-world experience

Offers increased compensation incentives for program participants who pursue additional training, credentials, and transition into agriculture and biosecurity employment

Mandates a report with findings and recommendations to the legislature no later than twenty days before the 2031 regular session
