Establishes a new chapter on "Prevention of Cruelty to Dogs" regulating commercial dog breeders, defined as those with more than 10 intact dogs over 12 months old who sell more than 3 litters and 25 dogs annually.

Caps ownership at 30 intact dogs over one year old per person and prohibits breeding dogs outside ages 12 months to 8 years, limiting breeding to no more than 2 litters per 18-month period.

Mandates specific care standards including minimum enclosure sizes (12-30 square feet based on dog length), annual veterinary exams, microchipping, daily cleaning, and exercise areas at least 4 times the required indoor space.

Requires county licensing for dog breeders with biennial fees, unannounced inspections, and civil penalties up to $1,000 per day for operating without a license or violating care standards.

Violations of care standards, breeding restrictions, or ownership limits constitute misdemeanors, with each violation a separate offense; effective July 1, 2050.
