Establishes the Hawaii Hemp Special Fund administered by the Department of Agriculture and Biosecurity to provide grants and $300 per-ton incentives for industrial hemp cultivation, processing, and manufacturing

Creates grant caps of up to $500,000 annually for producers, $750,000 for processors, and $500,000 for converters/manufacturers, with aggregate limits over 36-month periods

Establishes the Hemp Paper Packaging Pilot Program to evaluate locally manufactured hemp packaging for state and county use, with a 5% price preference available for qualified products after July 1, 2027

Prioritizes funding for smallholder farms (under $500,000 gross receipts), Native Hawaiian-owned businesses, and entities in rural or economically distressed communities, with a goal of 30% of pilot program funds going to priority applicants

Requires annual reports to the legislature on fund usage, jobs created, acres planted, and program outcomes; sunsets June 30, 2030
