Establishes a cooperative development program within the Department of Business, Economic Development, and Tourism to support new and converting cooperatives in Hawaii

Creates cost-share grants of $10,000 to $50,000 for eligible cooperatives to cover administrative startup costs including feasibility studies, legal services, business planning, and governance training

Requires grant applicants to contribute at least 25% of the awarded grant amount through cash, other grants, or in-kind contributions such as volunteer labor

Prioritizes funding for projects that increase worker or community ownership, retain or create jobs, benefit rural and agricultural communities, and serve underserved populations including Native Hawaiians

Appropriates $750,000 for fiscal year 2026-2027 and requires a comprehensive program evaluation report to the legislature by 2031
