Modifies statute of limitations periods, reducing the timeframe for parking violations from two years to one year by grouping them with petty misdemeanors and other violations.

Authorizes fitness-to-proceed examinations to be conducted via telehealth and requires the departments of health and corrections to provide secure access for defendants in custody.

Requires public agencies to provide relevant medical, mental health, social, and police records to the court within 14 days of a court order, without requiring defendant consent if the order so specifies.

Updates gender-specific language throughout multiple sections of the Penal Code, replacing "he," "his," and "him" with gender-neutral terms like "the person" and "the person's."
