Creates a class B felony for performing female genital mutilation (FGM) on a minor, consenting to or facilitating FGM on a minor, or transporting a minor out of state for FGM purposes.

Establishes civil remedies allowing FGM victims to sue for actual, compensatory, and punitive damages, plus attorneys' fees, with a statute of limitations extending 10 years after the act or until 10 years after the victim turns 18.

Rejects cultural, religious, or traditional practices as legal defenses, and bars consent from the minor or parent/guardian as a defense.

Exempts licensed healthcare providers performing medically necessary procedures to protect health, assist with childbirth, or provide gender-affirming care.

Adds FGM to Hawaii's statutory definition of "child abuse or neglect" and designates it as a mandatory reportable offense under child abuse reporting requirements.
