Requires the University of Hawaii Board of Regents to grant full tuition waivers to all Native Hawaiian and Hawaiian students enrolled at any campus within the University of Hawaii system.

Students must possess an identification card issued by the Office of Hawaiian Affairs confirming their inclusion in the Hawaiian registry to qualify for the waiver.

Cites Hawaii's constitutional mandate to promote Native Hawaiian well-being and notes the University of Hawaii has not fully paid obligations for use of public trust lands designated for Native Hawaiian betterment.

Follows similar tuition benefit programs enacted in Colorado, Michigan, Minnesota, and Montana for Native American and Alaska Native students.

Directs the University to adopt administrative rules to implement the tuition waiver program, with the Act taking effect upon approval.
