Expands the Hawaii Department of Agriculture and Biosecurity's authority to inspect non-agricultural commodities, baggage, cargo, and other materials arriving from other states or moving between Hawaiian islands to prevent invasive species introduction.

Authorizes the department to establish quarantine areas and restrict movement of items infested with high-impact pests such as red imported fire ants and spotted lanternflies.

Shifts enforcement of certain invasive species violations from criminal to civil penalties to improve compliance and allow more effective enforcement by the department.

Adds a definition of "person" that includes government agencies and their subdivisions, broadening accountability for compliance with invasive species laws.

Addresses the department's administrative backlog by acknowledging outdated rules, including noxious weed lists last updated in 1992 and pest control lists from 2008, to support modernization of invasive species control programs.
