Allows registered voters to propose statutory and constitutional amendments through initiative petitions requiring signatures from more than 10% of voters who participated in the most recent gubernatorial election.

Requires the Attorney General to review and approve all initiative petitions before circulation, with authority to reject measures that name individuals for office, modify the budget or taxes, compromise public health/safety/environment, or violate the U.S. Constitution.

Mandates initiative petitions be filed at least 90 days before a general election, with the Chief Election Officer certifying sufficient valid signatures within 20 business days.

Prohibits paid agents from circulating petitions and requires disclosure of all financial sponsors who pay any portion of petition preparation or circulation costs.

Protects voter-approved initiatives from gubernatorial veto and requires a two-thirds vote of both legislative chambers plus a two-year waiting period before the legislature can repeal or amend such measures.
