Allows applicants for professional or vocational licenses through the Department of Commerce and Consumer Affairs to provide an Individual Taxpayer Identification Number (ITIN) instead of a Social Security Number

Removes the existing requirement that license applicants must be United States citizens, United States nationals, or aliens authorized to work in the United States

Adds a new requirement that applicants must prove continued physical residence in Hawaii to obtain professional or vocational licenses

Applies specifically to real estate licensing examinations, eliminating citizenship/work authorization requirements for salesperson and broker candidates

Takes effect upon approval by the Governor
