Adds fentanyl to the list of dangerous drugs with enhanced penalties for promoting a dangerous drug in the first degree, alongside methamphetamine, heroin, morphine, and cocaine

Sets first-degree offense thresholds for fentanyl at possession of one ounce or more, or distribution of one-eighth ounce or more

Adds fentanyl to second-degree offense thresholds at possession of one-eighth ounce or more

Aligns fentanyl possession and distribution penalties with existing thresholds for other high-risk controlled substances under Hawaii law

Takes effect upon approval, with provisions not affecting rights, duties, or penalties incurred before the effective date
