Prohibits cooperative housing corporations, planned community associations, and condominium associations from banning residents from displaying the Hawaiian flag within their dwelling units or exclusive-use areas

Allows associations to adopt reasonable time, place, and manner restrictions on flag displays to protect documented substantial interests, with flags limited to 4 feet by 6 feet maximum and flagpoles to 20 feet in height

Permits stricter size restrictions or elimination of flagpoles if health or safety concerns are documented by the association

Defines "Hawaiian flag" by reference to section 5-19 of Hawaii Revised Statutes, the official state flag description established originally by the Hawaiian Kingdom legislature in 1845
