Requires the Department of Hawaiian Home Lands and Department of Land and Natural Resources, in consultation with the Department of Health, to submit a report on transferring powers and duties of Kalaupapa Settlement to the legislature by twenty days before the 2027 regular session.

Kalawao County (containing Kalaupapa Settlement) is currently under Department of Health jurisdiction, though multiple state agencies have land ownership interests in the area.

The report must specify each department's interests and responsibilities, detail transfer procedures, outline pre- and post-transfer roles including remediation and maintenance activities.

Budget proposals for the transfer and a proposed statutory deadline for completing the transfer after the last resident patient passes must be included in the report.

The existing 1991 strategic transition plan has not been revised and lacked input from other governmental agencies on their roles in the transition.
