Requires the Department of Human Services to submit a reorganization plan consolidating the Statewide Office on Homelessness and Housing Solutions with the Homeless Programs Office into a single centralized entity, with a draft plan due before the 2027 legislative session and final plan before the 2028 session.

Mandates creation of a data collection office within the consolidated entity to gather homelessness data, establish reporting requirements for programs receiving financial assistance, and develop data sharing procedures with continuums of care.

Expands annual legislative reporting requirements to include kauhale initiative status (individuals served, lengths of stay, housing ladder movement), state contracts for homeless outreach programs, and point-in-time counts.

Appropriates general fund revenues for fiscal year 2026-2027 to manage contracts for the homeless outreach and navigation program, aala respite program, and administration of the Hawaii Interagency Council on Homelessness (specific amounts left blank).

Authorizes general obligation bonds for the kauhale initiative development project and related capital improvement projects, with unencumbered funds lapsing on June 30, 2028.
