Prohibits real estate brokers from listing or offering residential real estate for sale or lease exclusively to a limited group of buyers, brokers, or salespersons, requiring concurrent offering to the general public and all other licensees

Creates an exception allowing exclusive listings when reasonably necessary to protect the health or safety of the property owner or occupant

Classifies violations as unfair or deceptive trade practices under Chapter 480, subjecting violators to penalties under Hawaii's consumer protection laws

Adds exclusive sale violations as grounds for license revocation, suspension, or fines by the Hawaii Real Estate Commission under Section 467-14

Takes effect July 1, 2050
