Transfers responsibility for destination management action plans from the Hawaii Tourism Authority to the Department of Land and Natural Resources (DLNR), requiring separate plans for Oahu, Maui Nui, Hawaii Island, and Kauai counties.

Requires each destination management action plan to be updated at least every three years through collaborative processes with public, private, and community stakeholders.

Plans must address visitor market strategies, natural and cultural resource improvements, tourism infrastructure to prevent overcrowding, and enhancement of visitor services.

Appropriates $7,923,883 for fiscal year 2026-2027 to DLNR for developing, updating, and executing destination management action plans.

Appropriates $1,050,000 for fiscal year 2026-2027 to the Department of Education's Workforce Development Branch for tourism workforce development, including dual credit programs, scholarships, and two new positions at McKinley Community School for Adults.
