Establishes a State Building Permit Process Task Force within the Department of Accounting and General Services to evaluate creating a State Building Permit Review Office for state projects on state-owned lands

Task force will develop a streamlined building permit review process including application processing, inter-agency coordination, inspections, enforcement, and record-keeping for state construction projects

Comptroller will appoint 18 members including representatives from the Governor's office, legislature, multiple state departments (DAGS, DLNR, DOT, DOE, DHHL), housing authorities, and each county's permitting department

Members must be appointed by August 15, 2026, serve without compensation (expenses reimbursed), and submit findings and legislative recommendations by December 1, 2027

Appropriates unspecified general funds for task force staffing and administrative costs, with the task force dissolving on June 30, 2028
