Establishes the State Building Permit Process Task Force within the Department of Accounting and General Services to evaluate creating a state building permit review office for state projects on state-owned lands.

Task force functions include developing processes for permit application review and approval, coordinating with state and county agencies, conducting inspections, and maintaining permit records.

Task force comprises 15+ members including representatives from the governor's office, legislature, various state departments (DLNR, DOT, HHFDC, Hawaii Public Housing Authority), the state building code council, and county permitting directors.

Appropriates an unspecified amount from general revenues for fiscal year 2026-2027 for staffing and administrative costs of the task force.

Task force must submit findings and recommendations to the legislature by December 1, 2027, and dissolves on June 30, 2028.
