Establishes a preventive maintenance special fund within the Department of Education dedicated exclusively to maintaining public school facilities, including roofing, HVAC, plumbing, electrical, and structural systems.

Appropriates $75,000,000 from general revenues for fiscal year 2026-2027 to fund scheduled inspections, servicing, repairs, and health/safety compliance activities at public schools.

Addresses a funding gap created by Finance Memorandum 19-03, which prohibits using tax-exempt general obligation bond funds for routine maintenance, necessitating a separate operating fund source.

Requires the Department of Education to submit an annual report to the legislature detailing expenditures, funded projects, costs, and projected maintenance needs for the following fiscal year.

Unencumbered fund balances lapse to the general fund at the end of each fiscal year; effective date is July 1, 2026.
