Expands Hawaii's enterprise zone eligible business activities to include medical and health care services, aerospace technology research and development, and information technology design and production services

Creates a new "innovation enterprise" designation for state-owned properties supporting biomedical research, life sciences, clinical trials, medical technology, pharmaceutical manufacturing, aerospace, space domain awareness, or IT services

Authorizes the Department of Business, Economic Development, and Tourism to designate up to two census tracts containing innovation enterprises as enterprise zones, subject to governor approval, without requiring existing poverty or unemployment criteria

Requires DBEDT, in consultation with the Department of Taxation, to conduct a comprehensive review of the state enterprise zones program evaluating economic impact, job creation, eligibility criteria compliance, and county revenues

Mandates a report to the legislature by twenty days before the 2027 legislative session; effective date set for July 1, 2050
