Expands the list of boating violations classified as petty misdemeanors from 7 categories to 16, adding offenses such as operating without insurance, operating under the influence of an intoxicant, falsifying permits or registrations, and unauthorized access to restricted areas at harbors.

Increases penalties for specified violations to include up to $1,000 fine, up to 30 days imprisonment, or both; previously the statute only specified fines.

Establishes escalating fines for parking and traffic violations at small boat harbors: $100 for first offense, $200 for second, and $500 for third or subsequent violations.

Allows courts to prohibit violators from operating vessels in specified Hawaii waters for up to 12 months as a condition of probation or suspended sentence.

Defines "unauthorized" conduct as that prohibited by statute, department rules, permits, leases, or posted restrictions, and takes effect July 1, 2050.
