Requires the Office of the Legislative Analyst to prepare fiscal notes for all fiscal bills before any committee recommends the measure for passage.

Fiscal notes must include dollar amount impacts, estimated revenue or expenditure changes for state and counties, assumptions used, and long-range implications.

Prohibits legislative committees from making decisions on fiscal bills without first receiving a completed fiscal note for review.

Changes the appointment process for the legislative analyst from committee appointment to a majority vote of each house in joint session, with a four-year term and salary equal to the legislative reference bureau director.

Requires all state departments, agencies, the Office of Hawaiian Affairs, University of Hawaii, and county agencies to promptly provide information requested for fiscal note preparation, and mandates fiscal notes be publicly available as addenda to committee reports.
