Expands automatic voter registration eligibility to additional state agencies that collect name, address, date of birth, and proof of U.S. citizenship, with approval from the Office of Elections

Establishes automatic preregistration for individuals aged 16-17 who obtain instruction permits or provisional licenses, with their registration becoming active when they turn 18

Requires county clerks to mail notices to applicants with postage-prepaid return forms allowing them to decline registration or updates to their voter information within 21 days

Protects non-citizens from inadvertent registration by prohibiting information transmission unless documentation proves U.S. citizenship, and shields ineligible applicants from prosecution if they did not willfully register
