Establishes the Educator Student Loan Repayment Program administered by the Department of Education for licensed educators employed full-time in Hawaii public schools or charter schools.

Provides up to $20,000 upon completion of five consecutive years of full-time service, plus an additional $25,000 after two more years (seven total), for a maximum of $45,000 in loan repayment.

Eligible loans include government or commercial loans for undergraduate or postgraduate education leading to a degree that qualifies the borrower as a licensed educator.

Covers teachers, counselors, and librarians holding valid Hawaii Teacher Standards Board licenses; rules may prioritize applicants serving in hard-to-fill positions or schools.

Takes effect July 1, 2026, with an unspecified appropriation from general revenues for fiscal year 2026-2027.
