Requires all judicial proceedings involving environmental review challenges for affordable housing and clean energy projects to be filed directly with the Hawaii Supreme Court

Prohibits the Supreme Court from awarding attorneys' fees in environmental review lawsuits involving affordable housing or clean energy projects

Defines clean energy projects as facilities generating energy from wind, sun, falling water, geothermal, or ocean sources including ocean thermal energy conversion
