Streamlines class 10 special liquor license applications in Maui County (population between 100,000-200,000) by allowing electronic submission with electronic signatures and permitting a single application to cover multiple adjacent parcels under the same ownership.

Eliminates requirements for fire-related clearances, safety inspections, visual renderings, and other county departmental approvals for class 10 special license applications in qualifying counties.

Class 10 special licenses allow nonprofit organizations, political candidates, and political parties to sell liquor at fundraising events lasting up to three days.

Increases the percentage of fines assessed by county liquor commissions that may be used for public liquor-related educational or enforcement programs from 10% to 20%.

Takes effect March 22, 2075.
