Authorizes Individualized Education Programs (IEPs) for public school students with disabilities to include language addressing individualized accommodations and supports required during emergency situations or evacuations, if deemed appropriate by the IEP team.

Requires IEP teams to determine whether a student would need individualized accommodations or supports during emergencies when developing an initial IEP.

Mandates that school educational officers provide support to IEP teams in developing emergency accommodation language.

Requires the Department of Education to provide guidance to schools on how to support IEP teams in considering specific emergency accommodations, including for students with mobility impairments.

Excludes students with disabilities enrolled in nonpublic special education schools or programs from these requirements.
