Amends Hawaii's public accommodation anti-discrimination law (Chapter 489) to make it unlawful to deny persons with disabilities equal access to goods, services, or information by requiring use of inaccessible websites, apps, kiosks, or other information and communication technology

Requires public accommodations with 16 or more employees to ensure all information and communication technology is accessible to persons with disabilities beginning July 1, 2027

Extends accessibility requirements to all public accommodations, including those with 15 or fewer employees, beginning July 1, 2028

Exempts archived web content posted before compliance dates, preexisting electronic documents (PDFs, spreadsheets, presentations), password-protected individualized documents, and pre-compliance social media posts

Websites meeting World Wide Web Consortium Web Content Accessibility Guidelines (WCAG) standards are deemed compliant, and businesses are not in violation if compliance would impose an undue burden or fundamentally alter the technology
