Establishes the Daniel K. Inouye College of Pharmacy Special Fund administered by the University of Hawaii to support pharmacist workforce assessment and planning activities statewide

Creates a new pharmacist workforce assessment fee to be collected with all pharmacy licenses and permits, including renewed pharmacist licenses, wholesale prescription drug distributor licenses, and pharmacy permits

Directs fee revenues toward recruitment and retention of pharmacists in rural and medically underserved areas, including loan repayment programs and scholarships for pharmacy students

Requires the college to maintain a secure database of pharmacist workforce information and prohibits disclosure of individual pharmacist data without written consent

Takes effect July 1, 2026, with appropriations from the compliance resolution fund to initially capitalize the special fund
