Exempts natural hair braiders from Hawaii's Barbering and Cosmetology Licensing Act requirements, eliminating the need to obtain a cosmetology or barbering license for this practice.

Defines natural hair braiding to include twisting, locking, wrapping, weaving, cornrowing, extending, and braiding hair by hand or with devices like clips, combs, curling irons, and scissors.

Permits use of natural or synthetic hair extensions, decorative beads, topical agents (conditioners, gels, oils, pomades), and making/lacing of wigs as part of exempt natural hair braiding services.

Excludes from the exemption any services involving dyes, reactive chemicals to alter hair color or structure, or chemical hair joining agents like synthetic tape or keratin bonds.

Natural hair braiders who perform regulated cosmetology services or misleadingly advertise such services remain subject to sanctions for unlicensed practice.
