Lowers the minimum age for commercial driving in Hawaii intrastate commerce from 19 to 18 years old

Removes the restriction that limited drivers under 21 to operating only category 3 vehicles (vehicles 15,000+ pounds but under 26,001 pounds)

Requires drivers under 21 to be actively enrolled in a state-approved commercial driver training program or registered apprenticeship program as determined by the Department of Labor and Industrial Relations

Prohibits drivers under 21 from operating commercial vehicles outside the scope, supervision, or duration of their approved training or apprenticeship program

Maintains existing prohibitions against drivers under 21 transporting hazardous materials or passengers in school vehicles
