Increases Hawaii's environmental response, energy, and food security tax (barrel tax) from $1.05 to $1.15 per barrel of petroleum product (excluding aviation fuel)

Raises the portion of the barrel tax deposited into the electric vehicle charging system subaccount from 3 cents to 13 cents per barrel

Expands funding for the EV charging system rebate program, which has already facilitated installation of over 450 charging systems at multi-unit dwellings, workplaces, commercial areas, and fleet locations

Addresses Hawaii's infrastructure gap as a state with high EV adoption rates but among the lowest public charging availability nationally

Effective date of July 1, 2050
