Creates a new direct beer and distilled spirits shipper permit allowing manufacturers with Class 1, Class 14, or Class 18 licenses (or out-of-state manufacturing licenses) to ship directly to Hawaii consumers aged 21 and older for personal use only.

Limits annual shipments to 24 two-and-one-quarter-gallon cases of beer and 6 nine-liter cases of distilled spirits per household.

Requires packages to be labeled "CONTAINS ALCOHOL: SIGNATURE OF PERSON AGE 21 YEARS OR OLDER REQUIRED FOR DELIVERY" and mandates adult signature upon delivery.

Permit holders must report total shipments to each county's liquor commission by January 31 annually and pay all applicable general excise and gallonage taxes.

Shipping without a valid permit constitutes a misdemeanor; effective date is July 1, 2050.
